If they stay for more than an hour, they would usually charge more than 200 pesos (US $11). Usually, one gardener can do these tasks in a day.
I would suggest that you get recommendations rather than just picking up somebody off of the street.

Personally, I do not have a gardener any more although I have a lot of outdoor plants. My maid likes to do gardening but doesn’t have the opportunity to have a space for herself, so on some days she works extra for me.
But if I had somebody come in twice a week to water the plants, and they were only there two hours, twice a week, that is also possible. The gardeners usually have other jobs that they do as well. Not everybody here in San Miguel de Allende has a property large enough that they need a gardener to stay for 8 to 10 hours a week. Some people do, but not everybody.

I pay our gardener 300 pesos (about US $17) a day, which is the standard daily gardener rate for San Miguel de Allende. He comes once a week and works from 8 AM to 4 PM nonstop. He's very good at maintaining (not manicuring) our yard of 13-1/2 acres with that amount of time using both his and my tools.
In San Miguel de Allende, you pay more if workers come on a per day basis than you pay them if they work full time for a week.
