The Cayo District in Belize is inland, so there is no surfing in Cayo. You can get to the ocean by going to Belize City (about an hour and a half by car) or Dangriga (about two hours by car).
In Belize, however, the coast is protected by a reef so there's no waves to be able to surf. If you love to go surging, the closest place may be Costa Rica, because even in the Gulf of Mexico, there are still very calm waters.
