The roads in San Francisco, Panama City, Panama are very good. Many of the side streets are one way with two lanes, which help reduce traffic. There are many stop lights at the main intersections and most streets are straight connections between two main streets which makes it pretty easy to find your way around.

The roads in the San Francisco area of Panama City are very good. Compared to the rest of the roads in Panama City, I would take the roads in San Francisco. There are a few potholes in the roads here and there, but that is the case in all of Panama, because there is a lot of construction work going on everywhere in Panama with a lot of trucks and other heavy vehicles on the roads, and these cause a lot of wear and tear on the streets. The roads in the San Francisco area of Panama City are very good. Compared to the rest of the roads in Panama City, I would take the roads in San Francisco. There are a few potholes in the roads here and there, but that is the case in all of Panama, because there is a lot of construction work going on everywhere in Panama with a lot of trucks and other heavy vehicles on the roads, and these cause a lot of wear and tear on the streets. They do not mark their streets very well here in Panama, so searching for a specific street can become a challenge.
In general, it would be a good idea to have a 4x4 car in Panama. It rains most the time during the year. The streets in Panama do not get highly flooded, however, they do at times get really high levels of water, so it is better to have a 4x4 car in Panama.
