In San Francisco, a district of Panama City, Panama, like in most comparable neighborhoods in Panama City, the electricity can be considered reliable and blackouts (power failure) and brownouts (drop in voltage) are rare occurrences. I have been living in San Francisco for over five years in a 6-year old building which does not fall into the luxury category. I have never experienced a blackout - for a simple reason: our building is equipped with a powerful backup generator. When we experience a general power failure (which could be maybe once or twice a year) it does not last long and the generator kicks in almost immediately. This is not exceptional, since most modern buildings are so equipped. They also feature a reserve water tank on the roof, and I have never suffered from a water shortage.
As for brownouts, I never have observed a drop in voltage that would cause the lights to dim. Nevertheless, I have installed an inexpensive surge protector/ regulator on each appliance, especially the flat screen TV and the computers. Since it's better to be safe than sorry, I would strongly recommend an APC surge protector for expensive equipment.

I live in the San Francisco area of Panama City and can report that the electricity is reliable. However, I had a minor issue with my MacBook Pro related to the voltage. I took the notebook to the MAC store in San Francisco, Panama. The notebook didn't suffer any damages. However, they advised me connect the MacBook Pro to an APC surge protector to avoid possible damages to the equipment related to the voltage. Nothing different to what we do in US. You may find...

I agree that the electricity is reliable in the San Francisco area of Panama City. Power outages were rare the 2 years we were there. BUT we lived in a tower that had its own generators kick in when needed. So, look for that....if they have generators ask if they always work! Some don't or they're out of fuel or broken.

Panamá is a very small country, with little over 3.5 millions inhabitants, beautiful sunrises and sunsets, and green everywhere, especially in the rainy season from May through November.
There are electrical storms, sometimes really heavy, but in general, the generation of electricity is well handled by the two companies. As in any other place, some blackouts occur, and usually the reason is a generator outside in the street. Rarely is there a long blackout, and in an emergency, the electrical company handles it promptly and in good standing. The company has a 24 hour emergency line for customer service.
Electric bills are the lowest in the region, according to government statistics. Lately, after the elections in July of 2014, electrical companies raised the price, but still, the price for electricity is very low in Panamá compared to other places. And if you hold a "pensionado" (retiree) visa, and you are a legal resident, even though you a foreigner, you have the same privileges as the locals to receive a discount off your electricity bill every month.
San Francisco, a very nice neighborhood in the city of Panamá, is like in any other place within the city; it is not usual to be short on power.

In the San Francisco area of Panama City, we do not regularly have blackouts or brownouts. We generally only have problems with the electricity when there is a thunderstorm, but even then, we don’t often lose electrical service; not where I live. Where I live here in San Francisco, we have had no blackouts so far this year, at least not that I can recall.
