The cost to build a house in Volcan and Cerro Punta area of Panama depends on numerous factors: the construction company you hire, the size of the house you are building, materials used in it's construction (a simple cement house has a different price tag than one made out of hand crafted sand stone) and the like.

The price of a house in Volcán is similar to Boquete. The only difference is the land is cheaper in Volcan, at around US $30 to $50 per sq. meter. (This would translate to a quarter of an acre costing from around $30,000 to around $50,000.)
There are no condos or apartments in Volcán because it has plenty of land. The people don't build those because they would be difficult to sell. So the people in Volcán build houses instead.

The cost of building a home would be anywhere from US $500 per sq. meter (about $46 per square foot) for a simple Panamanian home with a standard A-frame aluminum roof with no anti-rust coating, half of the bathroom wall tiled, cheap tiles for the kitchen counter and the floor, and a ceiling covered with the cheap 2x2 suspended ceiling tiles. For $650 per sq. meter (around $60 / square foot), you would get a treated aluminum roof which would look like Spanish tiles, tiles in your home halfway up the walls, a little better appliances, with hot water connection. And for an American standard home with the best quality appliances, the best roof, good fixtures, American style all the way around, the best tiles, hot water, you'll be paying anywhere from US $800 to maybe even more per sq. meter ($73 / square foot).
A lot of people have a larger track of land in Volcán and Cerro Punta. You can find a piece of land anywhere between 500 sq. meters (about an eighth of an acre) up to many hectares (a hectare is about two and a half acres) , and they'll be happy to subdivide their land for you. The land in Volcán and Cerro Punta is a lot cheaper than in Boquete. For example, if you would like to buy 1 acre (4,000 sq. meters) of land in Volcán that cost you about US $120,000 and if you want a quarter acre, that would cost you about US $30,000.

In Kentucky, building a house costs at least $100 - $120 a square foot, depending on the way you finish it out. The building materials are different here in Volcán than in Central Kentucky, where you’ll see primarily stick-built homes, which to date I’ve only ever seen one here in Volcán. Most of the homes built in Volcán are concrete and steel frame homes, so you don’t see much wood used.
Also, there’s no heating and air conditioning, which is a huge expense that you would have in most places in the United States and in some places here in Panama. You have both central air and localized room-to-room air condition systems here in Panama, but in Volcán, it’s just simply not necessary.
We have a small little dehumidifier that we use once every three weeks here in Volcán. There are large portions of the year when we don’t need the dehumidifier at all, and at some points, in the heavier rainy season when it’s like you live in the clouds, you would want to use the dehumidifier.

Building a house in Volcan or Cerro Punta, Panama is like building a house anywhere else I suppose - with a few exceptions. These exceptions will be the same or similar in any other Central American country. Basically, expect longer construction times, less focus on detail, and cheaper labor costs. So you have to take the good with the bad. You will get more square feet for less money than in North America or Europe, but speed and quality will suffer.

As long as you go into a project with this knowledge, you will limit your heartburn. You will not completely eliminate the "manana" stress caused by the pace of things, but at least you can minimize the aggravation.
Make sure if you are hiring labor that you have a decent representative and translator. Obviously, vet your builder as much as possible. Get several opinions - not just one. Get to know your builder and get a feel for what he usually builds. Costs will vary wildly.
At the end of the day, if you do the research, and put in the time to get the right builder, building a house in the Volcan, Panama area should be cheaper than average for most people who would consider moving and/or retiring overseas.
Also - Finding land to build on in Volcan is easy. Finding land in Cerro Punta is difficult. Keep that in mind.
