The electric service in the Volcán and Cerro Punta region of Panamá is unreliable. For most things, one learns to accept this as a fact. If you cannot live without watching the telly for an hour or two, this is not the region for you, unless you want to buy big, noisy, expensive, polluting generators.
I would suggest two exceptions to the above. Buy a quality surge protector for sensitive items such as your refrigerator. And buy a quality electricity...

I had two computers burn out on me before I got the importance of this drilled into my head.

I've been quite impressed by the reliability of the utilities in the area. Let's face it, you're in Central America. This aint the US, so you've gotta take the good with the bad. If your life revolves around social media and watching TV, look elsewhere....

Frankly I think the power going out once in a while makes living here more adventurous!
