There has been some controversy in San Francisco last year because the government is trying to change the zoning regulations in that area of Panama City. The government divides Panama City by zones. For example, you can only build houses in Zone 1 and build buildings in Zone 3. The conflict started because the government is now allowing the building of many more high-rise buildings in San Francisco, so many people who live in the residential areas of there are complaining that the population and builidng density is increasing and the traffic is getting worse.
