Panamá City is a very modern cosmopolitan city, compared to Miami, México or Praga (without the historial part). It´s a combination of cultures between the traditional, 19th century French, Italian, and very modern architecture and substructure, as well as having vibrant native locals buzzing around.
To explore Panamá City is a great experience, not only because it offers one of the eight wonders of the world, the Panamá Canal, but because Panamá is unique. New skyscrapers are admired by visitors. The city's warm and friendly people welcome everyone, and the relaxing life for retirees is wonderful, not to mention fresh fruits and vegetables from your backyard to your plate and desirable weather all year round.
Panamá City offers the "Hop Off" with a 24 or 48 hour ticket covering all the main touristic sites. (Hop off for a visit to any of the attractions and hop back on when you’re ready. Sightseeing really does not get any easier than this!)
Also there is public transportation and next year the great Metro will be inaugurated, the first one in Central America. Small or hotel taxis are a good option to explore the city; as well as renting a car, as Panamá offers several car rental offices. There are also many private vans that offer daily or hourly services at a very competitive price.
Any way of transportation you chose, you will be to be within your "patience capsule", until all construction works ends probably by 2015.

If you’re going a short distance, the best way to get around the Marbella area of Panama City is just to walk. But watch your step because surfaces are uneven and not user friendly to wheelchairs or the disabled.
When crossing the street you should use great caution because pedestrians don’t seem to have the right-of-way, even though it’s the law.
Overall, the best way to get around in Panama City is to use a taxi, but negotiate a price before you get in the taxi. It should cost you only $2 to $5 to get around in the city depending upon the time of day. Rush hour starts from roughly 3 pm to 6 or 7 pm.
At rush hour the traffic is grid-locked, so if you can walk, do that. You can take the new metro bus system and it costs a little less than a taxi, plus you have more steel wrapped around you.
I do not recommend renting a car if you’re new to the city, for a few reasons. To start with, there are very few street signs, a lot of one-way streets, construction and detours, not to mention if you make a wrong turn you will end up GOD KNOWS WHERE (LOST), and a “you can’t get there from here” status.
One of my other answers about driving in Panama City included “everyone’s horn works, and no one uses their turn signals”. Driving is a game of “chicken” and is a contact sport.

There are a lot of taxis in Marbella. I personally drive in Marbella. Almost everybody here has a car because it’s so hot to walk. I am very pro Panama and in my opinion there is very little bad about Panama, but the temperature here is shouldn’t be described as “warm.” It’s hot.
