Usually it’s the expats that you see in shorts. Personally, when I go for my walk, I’m in athletic shorts and a t-shirt. It’s the same when I go to the bank, the supermarket, and many other places. Casual wear is OK. However, if I’m going to go visiting or to conduct business I usually wear long pants and a pair of shoes, and then I wear a shirt with pockets, but mainly because I want to carry things with me. Frequently, many of the people who do business with me are wearing flip-flops.
People here (for example a woman in my walking group) will even go on walks in flip-flops, and she walks faster than we do!
People aren’t running around in bikinis but the dress code is very casual. Having said that, there are government offices where they insist that you do not wear shorts and t-shirts, out of respect. When you go to a government office, they expect you to be in shoes, long pants, and a shirt with a collar like a polo shirt.
Traditionally, you would seldom see Panamanians in shorts and flip-flops as much. Now, on the weekends you will see some of the women wearing shorts. The men don’t normally wear shorts but sometimes they do. If you see shorts on a Panamanian, he will probably be a “weekender”; someone who has their second home in El Valle. The Panamanians will tend to dress a little nicer than the expats.
If you go to a party, you should probably wear long pants and a polo shirt. A few people will wear shorts, but generally they don’t.

El Valle de Anton, Panama is a very laid back place. You will see people in shorts all the time. People are not dressed up to the nines here in El Valle. It is a very casual, laid back place, which I like, coming from Hawaii. I am not that dapper anymore. After living in Hawaii all those years, I am still wearing sandals, jeans, and tee shirts.
