Bocas del Toro is the archipelago and Isla Colon is the island Bocas Town is on. So as far as the main island, the main roads are pretty good. Most taxis, for instance, are normal small cars and they are required to travel all over. However, with that said, there are plenty of rough roads on Bocas as well. So to answer your question best, I would have to say that it largely depends on where you are headed. But for most of us, a regular car is fine. Personally, I have never rented a car in Bocas. The town is very small and everything is in walking distance - even the airport. There is a lot of travel between the islands and there are plenty of water taxi's to run you around. But if you want to go a little further, it is very easy to get a taxi very cheap.
