Best place and time to see wildlife in Panama is a question that has a lot of angles. Wildlife abounds in the country, and differs very much in all areas, from the ocean to the beach areas, tropical dry forest, tropical rain forest, cloud forest, etc.
For birds, which abound all throughout the country the best time is sunrise and after 16:00 as that's the time when they feed. In fact most animals are more active in the early morning and late afternoon, it's feeding time. Even the fish are active at those times.
The best places to see wildlife in Panama are the different national parks in and around the Panama City like Metropolitan Park, Parque Soberania and others....
One highlight in my personal opinion is the cloud forest near Guadalupe (past Cerro Punta in Chiriqui) where you can spot the Mayan Bird "Quetzal" around December to May. It's a stunning sight to see.

I think that the best all round place to get the best of Panama wildlife would be Boquete.
Boquete provides a fantastic array of tours to see the bird life in particular and if you don't get to see the animals in the wild, Boquete has a small zoo/rescue centre to see them close up.
If you up for marine life then its not so far from Boquete to places like Boca Chica where you can go diving or at certain times of the year whale...

Panama is full of amazing wildlife even in Panama City. The Gamboa Rainforest and Summit Park areas near the city provide excellent opportunities to see monkeys, birds, gato negros, cayman, and many other animals. Tours along the Chagres River and Gatun Lake provide opportunities to see animals and birds close-up.

Even driving into the interior of Panama allows you to see the wildlife. My house is in a highland community near La Chorrera. Any given day I can see lizards, titi monkeys, opossums, cayman in the lakes, turtles, dart frogs, cane toads, iguanas and beautiful colorful birds. At night I can hear howler monkeys.
A hike anywhere in the countryside in Panama will provide lots of viewing of wildlife.

There are many tour operators who offer a variety of adventure local tours to different and very interesting places to see "wildlife" in the Republic of Panama.
By "wildlife" we mean jaguars, snakes and other animals proper from the jungle, which you can find mainly in the province of Darien, a deep jungle that you can only get to by boat or small plane, and also by road, but to certain extent only.

Other than that, there are many other provinces, like Bocas del Toro, Veraguas, Chiriqui, Cocle and some places in the province of Panama where you can find lots of other minor animals, for example: several kind of monkeys, wild pigs, rabbits, raccoons, and others.
One good place to see a jaguar as well as the Harpy Eagle is at the Summit Gardens, close to Gamboa Resort, approximately 45 minutes from downtown Panama City. Th cost for entrance is $2. You can also find several unique animals in El Valle de Antón, at 2 hours from Panama City, but nothing like you will find in a "safari" in Africa.

You can see most species of wildlife all year round in Panama. Bird watching in Panama is one of the best in the world. There are over 975 species of birds found in the country of Panama. In the US and in Canada combined, there are only 900 species of birds. Panama has a land mass similar to South Carolina, yet it has over 975 species of birds. The species of birds that you will find will depend on the time of year, but overall, bird watching is great here in Panama.

We have monkeys, sloths, and anteaters that can be seen year round. You can easily find them in specific places. You can find monkeys in Lake Gatun. Some of the animals that live in the forests of Panama are deer, wild boar, and the predators such as jaguars, cougars, and other big cats. The forests here are very thick and are not densely populated by humans so these animals avoid the roads and avoid humans. I have spent a lot of time in the jungle and I have seen jaguar tracks only once.
Whales and dolphins are another thing. We have a resident year round population of dolphins both on the Caribbean and the Pacific sides, so when we go out looking for them, we have about 75% to 80% success rate of finding them. Panama and Costa Rica are the only two places in the world where humpback whales migrate from both the northern and the southern hemispheres. However, our peak season is in between July and October when the humpback whales from the Southern Hemisphere migrate. We have a 100% success rate in our whale watching tours in the last couple of years. During the rest of the year and the migration of the humpback whales from the Northern Hemisphere, we have very few whales here. We only have about 300 compared to 2,000 during July to October. So when the northern humpback whales are here between December to March, we only have about 10% to 25% success rate in seeing a whale.
We also have whale sharks in the Isla Coiba area and sometimes around the Pearl Islands. Isla Coiba is one of the largest islands in the Pacific coast of North, Central, and South America. Is it a huge island, a national park, and a UNESCO World Heritage Site. It is the former site of a penitentiary here in Panama, so the island is virtually untouched except for the small area where the prison was, which is why Isla Coiba has such a vibrant variety of wildlife and plants. There are wild scarlet macaws, endemic birds, and even mammals. They have crocodiles, monkeys, nesting sea turtles, etc. The waters around Isla Coiba is very clear and you will see dolphins every day. You can go snorkeling every day and have a great time. They also have whale sharks, harmless whitetip reef sharks, colorful coral, and lots of tropical fish.
It is not easy to get to Isla Coiba, and that helps preserve that area. It is a six hour drive from Panama City to Santa Catalina. From Santa Catalina, you can hire a local tour operator or some dive shops that offer scuba diving and snorkel trips as well in the Coiba area. It is another two hours, depending on the speed of your boat, to Isla Coiba coming from Santa Catalina. You can do it on a day trip from Santa Catalina. You can also spend the night out on the ranger’s station there, which is pretty basic. You have to bring your sheets, towel, and your food. You can also go to Isla Coiba from David in Boca Chica and take a boat to Isla Coiba, which is also a two to four hour boat ride, depending on the speed of your boat.
Overall, wildlife viewing here in Panama, depending on what you are looking for, is possible every day of the year.

Surprisingly, I’ve seen less wildlife here in Panama than I ever thought I would see. I expected snakes everywhere and I’ve had to work hard to find snakes to see. I expected to see monkeys everywhere but the monkeys are where they want to be and not where you want them to be. There is a metropolitan park in Panama City but there is not a monkey to see. I have a map that shows locations where there are monkeys but I have to go up onto a mountain before I get to see...

We have jaguars here in Panama but I don’t know anyone who has ever seen one because they are so remote that we couldn’t get there if we tried for two days. I thought there would be more mosquitoes but I’ve encountered more mosquitoes in Dallas, where we came from, than I’ve ever had here in Panama. I sleep with all my windows open because there are no bugs here around the beach in the Coronado area. I don’t have screens so my windows are literally open all night every night.
Wildlife is surprisingly absent yet the birds are everywhere. There’s more bird watching here than wildlife. I’ve had birds of different species on my patio in the last ten minutes.
The ocean in Panama is abundant with wildlife. I was diving recently with a 22-foot whale shark. They don’t eat you, by the way; they are nice. We saw dolphins and sea turtles. That is a lot of wildlife here. I just haven’t seen as much of the bad wildlife here. I am like a snake hunter but I just couldn’t find any.
