Sertracen is the institution appointed by the government to grant a driver's license (both for locals and foreigners). Their site can be found only in Spanish but it contains full details of requirements to obtain the license license.

As Canadians, we needed to start our immigration process in order to apply for our Panamanian driver's license. Once our passports were stamped, the process had been started at the Immigration Services in Panama City, we headed out to Penenome (about a 45 minute drive from Coronado, where we live) to apply. As Canadians, we needed to start our immigration process in order to apply for our Panamanian driver's license. Once our passports were stamped, the process had been started at the Immigration Services in Panama City, we headed out to Penenome (about a 45 minute drive from Coronado, where we live) to apply. We don't speak much Spanish so we had one of our Panamanian friends accompany us. There were no line- ups in Penenome as opposed to the lengthy waits in the city. We had to fill out paperwork and then go to an approved agency for a blood test and then return with the blood test information to the licensing office. We were given an eye exam, which consisted of reading letters, and a hearing test which consisted of pushing a left or right button on a computer, depending on which ear you heard the sound.
Our pictures were taken and within a very short time we were on our way with our new Panamanian driver's licenses.
