Yes, it's safe to drink water from the tap in Managua. According to the U.S. State Department's Consular Sheet for Nicaragua, the tap water in Managua is safe to drink, but bottled water with chlorine is always the best choice if you feel better with it. It's not because the water is not clean that they suggest it, but because water is different everywhere and if your system is not used to it, you may not feel right.

I personally have always drunk water from the tap. And even when I visit Gran Pacifica for the weekends I drink water from the tap there. We often run a water test to make sure the water is safe to drink all the time.
If you are planning a temporary visit, I would suggest you to drink bottled water because your system may not be used to the water here. However, if you are planning to live here, I would recommend to slowly switch to tap water and I'm sure you won't feel the change at all.

Tap water in Managua is safe to drink. However, if you are not a native Nicaraguan you may get sick the first time you visit if you drink tap water. Nicaraguans drink (including myself) tap water all the time, but we always recommend tourists to not take chances and drink bottled water, which by the way is cheap compared to prices of bottled water in North America.
