You can certainly wear jewelry in Managua and feel safe. I personally do it when I'm in my own car, go to supermarkets, malls, restaurants, etc, and feel safe. If you are, however, riding in a taxi, on a bus, any other type of public transportation, or even walking everywhere, I do suggest that you don't wear jewelry because it will attract the attention of burglars.

Like every other city in the world, Managua can be safe and unsafe, depending on where you are. I don't recommend you to walk on the neighborhood streets or markets with jewelry. Or even when taking a cab or a bus. You have to be cautious like in any other city in the world.
If your plan is to retire in Managua and you live in a gated neighborhood, I'm sure you will be perfectly safe wearing jewelry at all times. If you lived at Gran Pacifica, on the beach, you can wear it at all times, and there, even in the local community, you will feel like at home at all times.

As any thing else, you need to use common sense. A classmate of my wife had her jewelry stolen while she was exercising. And she had worn that piece of jewelry for years while she exercised. And she is a native Nicaraguan.
