When we travel to a new country to explore, our experiences are usually positive as we are primarily enjoying the sites, cultural activities, etc.  But, most would agree that living in a place is far different from visiting.  Panama, like any other country, is most likely different than what you are accustomed to in many ways.  The best way to determine if your new neighborhood is good for you, is to spend as much time there as possible before you lock yourself into a decision that you may regret. 
 
One beautiful aspect of Panama is the variety that is available.  Different climates allow for cool mountain breezes, dry gentle winds, and everything in between.  How will you spend your time?  Are your amenities available?  Does the action of city life excite you and can you afford it?  Is a quaint family-orientated neighborhood more your style?  All is available and you don’t have to settle on one area right away.  Experience as much as you can before you choose to call one place home. Spend time familiarizing yourself with the real estate market.  With this approach you are more apt to make a sound decision.

Of course renting first will give you time to think and feel the country.  On the other hand if you found a property that you are really fond of, it might be gone during your period of insecurity.

Absolutely... The wise decision is to rent  a simple apartment in the city, or a small house in the country, until you feel totally sure that you would like to move, and to what area.  And make several trips.
 
The best way could be to start in a good but not the highest price hotel, in a central neighborhood, in which you can move around without a car, like el Cangrejo, which has the most variety of hotels in the area.  For example, the Milan Hotel has a very competitive price, is very picturesque, has a little restaurant with good food, and is in the middle of stores and other hotels, in case you want to change later on.  Close by there are lots of centers and cafes in which expats like to get together, and you can talk to them, and get ideas.  This way, based on your best interest, you make your choice.
 
Also, do your homework before you live home, and bring it with you, like house or apartment prices, different areas, etc., etc.  Ask lots of questions. Write to the Tourism Bureau at the Panama Embassy in Washington to send you brochures and more information.  And when you feel absolutely sure, make the step.

By all means it is a good practice to "rent before you buy "  in Panama, or any other new country in which you decide to settle for  awhile.  Not only will renting for  six months, or preferably for a year,  will you be able to experience the various seasons and weather variables (hot humid, rainy days and areas of potential flooding, windy periods) but you will also be able to determine where "interesting" or "like minded" people have chosen to live, and to get to know these areas.
 
Noise is a problem for many Americans and Europeans who settle in Panama.  In the local culture "more noise = more fun" in many communities.  A favorite activity at parties or on the beaches is to open the read door on a big SUV so that the high powered speakers can entertain the whole area....at times until the sun comes up.  Rather than spend sleepless nights, get to know the noise levels of areas of potential interest BEFORE you buy.  The same goes for levels of security, you may not realize that a marginal community is on the other side of the hill from your beautiful plot of land or prospective apartment.
 
Last for not least is this will give you time to learn what the "real prices" are for property, and hopefully won't end up overpaying for your new home.  "Gringo Prices" are still found, unfortunately, when shopping for everything from real estate to services such as plumbing, electrical repairs and even lawyers.
